Cannabis Control Commission voted 4 to 1 on the two licenses, as well as two other final licenses for cultivation and manufacturing. But Commissioner Shaleen Title abstained from all four license votes Thursday, saying that she had seen copies of the agreements on which the businesses were based, and couldn’t in good conscious support them.

“I respect the policy the commission passed that we won’t review HCAs, so I won’t try to review them or deny a license applicant,” Title said. “But for reasons I’ve made clear and how much this process rests on the Host Community Agreement process, with respect to my legal obligation, I cannot vote yes when I have seen the agreements and they are questionable. So, I will be abstaining from this vote.”
