TESTING LABS:
McBride: Concerns about supply chain as far as testing. Marijuana products must be tested. Where do labs exist in this prioritization? We should allow by staff discretion: Independent Testing Labs should go to the front of the Queue. For all applications received by AUG 1.

Can you talk about outreach?
We will start with the 29 cities that were identified as disproportionately affected areas.
We will be hosting and collaborating with associations to host events in cities and towns across the state.
Building a list of outreach from those who received EE to make sure they have a dedicated person to continue.
Can we talk about funding for the program?
The commission budget includes $300,000 dedicated to the program. This can change every year.
One of the 5 areas for which revenue can be directed includes programming for restorative justice: equity programs, workforce development, and industry specific technical assistance.

DISCUSSION:
Flannagan: We need to explicitly explain who cannot participate in this program, because we voted to exclude all drug convictions except marijuana convictions.

Differences RFP vs. RFQ
RFP contract with one vendor.
RFQ contract with multiple vendors.
Commission is looking for lawyers, accountants, etc.
Shekia Scott will be identifying these vendor partners by the end of July.
If vendor partner creates content, it belongs to the Commission.
