Municipal Guidance Article: Salem

A moderate list of Planning Board changes to the city’s proposed recreational marijuana sales ordinance cleared the Ordinances, Licenses and Legal Affairs committee with a unanimous vote Thursday night, though getting there took the committee more than two hours.

Among the long list of changes, was the allowance of pot sales in the city’s B5 downtown district and B1 business neighborhood zoning, which covers mom-and-pop package stores. The committee pushed back on and eliminated B1 and further axed B2 uses in business highway areas. That includes a stretch of Highland Avenue, part of Canal Street and other areas.

If the full City Council supports the recommendation, retail sales would be allowed downtown by individually approved applications, which would require an extensive public vetting process.
